SMU has been issuing an electronic version of the degree certificate and official transcript, known as OpenCerts, to its graduates since the Education Minister announced the national-level initiative back in May 2019. Students who graduated prior to May 2019 have also been issued the OpenCerts.
The OpenCerts are digital documents built on a blockchain-based platform where each digital document will be assigned a unique cryptographic signature that is permanent and immutable. Any signs of tampering will show up when the document fails to match against the blockchain data, rendering the document unauthentic.
OpenCerts are issued to graduates without charge on the first instance via the SMU email account as well as through this e-service (SMU login required). If the graduates did not download the OpenCerts during the stipulated time period or they have deleted/lost the OpenCerts, they may submit a request for the re-issuance of their OpenCert degree certificate and/or official transcript (chargeable). This e-service provides a platform for alumni to download the certified digital documents and is available to:
- Students who have just officially graduated and received a notification from Office of Registrar with regard to the issuance of their digital documents (important: download service is only available during the specified period as per the notification).
- Graduates who have submitted a request for re-issuance of their digital document(s) and paid the corresponding charges (important: digital document(s) requested will only be available for download after 3 working days from the payment receipt date).
Before you proceed with the downloading, please take note of the following:
- If you have forgotten your SMU login ID/password, please contact IT Help Centre at helpdesk@smu.edu.sg or call them at 6828 0123.
- As Exchange Students would no longer have access to their SMU login, should they need to request for the re-issuance of their OpenCert transcript, please contact the Registrar's Office directly at digitalcert@smu.edu.sg.
- The authenticity of the OpenCerts can be verified by dragging and dropping the file at opencerts.io (Note: Best viewed using Google Chrome). The portal will then indicate if the uploaded document is authentic, and if it is originally issued by SMU.
- Save and store the certified OpenCerts immediately, as once it is opened, students would be deemed to have downloaded the digital document(s). Do not lose or misplace them as any request for re-issuance/replacement will be chargeable.
- Any tampering/modification/amendment of the OpenCerts is strictly prohibited. Doing so may amount to forgery and can be prosecuted under the law. Students should use the digital document in its original form and format and not change the file extension of the OpenCerts.

Singapore Citizens and Permanent Residents may login by using Singpass. Non-Singpass holder may login by selecting ‘No Portal ID’.
